On 15 November 2015, it becomes mandatory for ANSPs to implement “Just Culture” (according EU regulation 376/2014). The purpose of the new regulation is to ensure that employees and contracted staff can contribute to aviation safety by reporting or being a part of a reported safety-related information without risking that the information is used for any other purpose than increasing safety. In that case, does Just Culture apply to you? This seminar explored the impact on ANSPs at various organisational levels in addition to the challenges and the benefits of the Just Culture concept.

The event took place at Entry Point Central academy in Budapest. The seminar started with Entry Point North’s experts’ introduction to the new regulation, followed by Mr Steven Shorrock from EUROCONTROL providing insights from the safety culture surveys conducted in the majority of the EU countries. We continued with Mr Luigi Giuliano D’Iddio briefing the seminar participants on the European Corporate Just Culture Declaration. IFATCA’s Executive Vice President for Europe, Mr Željko Oreški, provided IFATCA’s view on the topic and we closed the day one with a lawyer’s perspective on Just Culture presented by Mr Piotr Kasprzyk, an advisor for air navigation standards at Polish Air Navigation Services Agency. On day 2, we continued with two case studies on Just Culture implementation in ANSPs presented by Mr Arno Leimlehner on behalf of Austro Control and Mr Mihaly Kurucz on behalf of HungaroControl. We closed the seminar with a lively panel discussion and questions-answers session.
